2. Can you tell us the names of the other activities that were cancelled after March and through July and the order amounts?
3. We were told that DSCR contacted the activities that were cancelled. Can we see the DSCR notice that was sent?
4. Why were the war orders cancelled?
5. Who cancelled the orders?
6. Under what authority were the orders cancelled and how.
7. What is the process for canceling orders? Dana Spiers told us to be prepared for more large orders and the next day she sent an email and said all PR’s were cancelled. How could this happen overnight?
8. Who authorized these recent orders (one and four ounce cases) to be processed?
9. The 60-day window that Picatinny authorized for orders has expired. Did Picatinny reauthorize DSCR to fulfill orders?
10. How long will DSCR process MILITEC-1 orders?
11. Under what conditions will DSCR process MILITEC-1 orders?
12. Is ESA Picatinny? Or, is ESA part of DSCR?
13. DSCR only buys what is approved for use. How has DSCR purchased MILITEC-1 for 8 years without a single problem?
14. If DSCR has no technical discretion, who decides on NSN’s to be granted?
15. What are the requirements for NSN’s to be granted?
16. Does ESA get consulted on pending NSN’s?

21. Did DSCR obtain ESA’s approval for the past 8 years?
22. Does each order of MILITEC-1 require ESA’s approval?
23. Did ESA approve DSCR’s purchasing of MILITEC-1 after Picatinny’s 60-day window expired this year?
24. How long is MILITEC-1 approved for by ESA?
25. Who at ESA makes the decisions regarding MILITEC-1?
26. Before the war, was MILITEC-1 approved by ESA?

29. We were told our orders were cancelled based on a 10-year-old mistake. Is this true?
30. We were also told our orders were cancelled as pay back when Congress intervened 8 years ago. Is this true?
31. Why were our competitors not treated the same way? Or, were their orders and/or NSN’s also blocked?
32. Can DSCR help us promote MILITEC-1?
33. Can DSCR place a large order for MILITEC-1?
34. Does DSCR have any advice to help minimize the damage that was caused as a result of MILITEC-1 orders being cancelled without explanation to our troops in theater?

Just received (9/3/03--0655) your email dated September 2. Cannot be prepared to answer all of your questions by our scheduled 1030 meeting. Can answer a few. Most refer to technical issues that, as I discussed with Russ last week on the phone, will have to be answered by the ESA at Picatinny. Col. Michael Padgett is the POC there.
