Evaluation of subject product, origin MILITEC, INC., and associated data and letter
testimony, has been completed with the following offered in response:
a. Since the product does not include a "solvent" system, no "Residue Removal" testing (para 4.9 of MIL-L-63460D, copy enclosed) was performed. Accordingly, product is not classifiable as a "Cleaner, Lubricant and Preservative" (CLP). In telephone conversations between Mr. Stoner of MILITEC and Mr. Tremblay, this Office, the absence of solvent in MILITEC-l was discussed and it is understood that actual initiation of Qualification would only occur if MILITEC elected to include a solvent package that was effective to the MIL-SPEC requirement (80% residue removal).
b. No Cold Temperature Viscosity testing was performed in recognition of the Material Safety Data Sheet statement of "Pour Point, -45°F". The MIL-L-63460D requirement is "-59°C (-75°F). A material with the Pour Point of -45°F would not function in an M16A3 Rifle or M60D Machine Gun.
c. The "Falex Load Carrying Capacity" test was performed in accordance with para
4.7 of MIL-L-63460D. Results obtained were difficult to analyze in that the product
went well past 60 seconds @ 75Olbs, although during the first seconds of testing there was (on two occasions) a PSI drop on the Falex gauge. One one occasion the Falex tester pin turned cherry red but continued to operate. It was the conclusion of the test laboratory that the material has "extreme pressure" properties difficult to measure with equipment on hand.
d. Marine Corps, Quantico Virginia, was contacted (Marine Corps POC and telephone number provided by MILITEC) regarding apparent "wear" capabilities of product. Marine Corps apparently combines MILITEC with CLP stock on hand to obtain better wear preventive characteristics. MILITEC-l appears to be compatible with CLP formulations and the addition thereof to CLP provides improved wear preventive properties.
2. Conclusions from the above. therefore, were as follows:
a. MILITEC-1 would not satisfy requirements of existing MIL-SPECS
b. MILITEC Inc. may want to contact QPL-63460 listed sources of supply, copy enclosed, to offer product as a candidate additive to currently qualified or future formulations.
