We are in receipt of your last three letters of July 29, August 11 and August 18. This letter is a summary, and a detailed response will be forthcoming regarding our specific unanswered questions and outstanding technical issues.
I would like to provide some basic background information on MILITEC-1 that should be helpful to all interested parties. Federal law enforcement agencies and military weapons users have recognized since the Vietnam period that an alternative to CLP-type lubricants was necessary for effective and safe weapons maintenance. Militec Incorporated began marketing and selling MILITEC-1 to government users in the spring of 1988. Since that time, tens of thousands of federal weapons users have successfully used MILITEC-1. In response to a recognized need, and given a proven federal track record and vast Army interest, two years ago, Militec Incorporated began to supply ARDEC with technical information, specifications, test results and other data. Militec and ARDEC were to jointly work to develop characterization specifications for an alternative weapons lubricant, i.e., MILITEC-1 synthetic metal conditioner based on a new set of performance specifications.
Militec Incorporated personnel visited ARDEC on several occasions prior to ARDEC's initial laboratory work. We were informed by ARDEC that our technical expertise was required since ARDEC was unfamiliar with this synthetic metal conditioning technology and its unique performance characteristics. We were then informed that ARDEC's laboratory capability to test MILITEC-1 was limited to CLP MIL-SPEC testing. Militec Incorporated, unfortunately had to agree to begin this type of testing effort since: (1) MILITEC-1 performance testing could not be conducted by ARDEC, and (2) the
