Paragraph 4.: The excessive use of the passive voice makes it impossible to determine who is responsible for several statements. However, as of the week of July 8, DASA (Procurement), who is responsible for Acquisition Reform for Army, has received no notification that TACOM ARDEC must approve each item for use on weapons prior to Army reinstatement of user interest.

Paragraph 5. : There is significant Army interest in the Militec product line, contrary to the tone of this draft memorandum. Militec Incorporated will be pleased to help identify Army units that are using Militec products or have expressed interest in the products.

What follow are Militec's questions and comments about this draft memorandum:

1. Why is USAMC Redstone recording historical information on Militec products, when its role is to catalogue products for Army? This same inaccurate information has already been generated numerous times by others within the AMC organization outside Redstone.

2. From where did Redstone receive the information in this draft memo, and why has Redstone staff recorded it in a memo without verifying it for accuracy?

3. Is it Redstone's charter to advise AMC activities about congressional investigations and DLA requirements for establishing NSNs?

This draft memorandum in effect questions the propriety of MILITEC-1's being made available to the Army. The Federal Acquisition Streamlining Act, as well as memoranda from the Secretary of Defense, direct the services to take advantage of commercially proven, off-the-shelf items. MILITEC-1 directly fits that definition. It has an unblemished record of extensive commercial acceptance, and broad use by federal and state government agencies. In nine years of thorough use, both government and commercial, in weapons, industrial equipment, and vehicles, there has never been a complaint registered with Militec for damage or non-performance attributed to MILITEC-1. On the contrary, government and commercial users alike enthusiastically endorse the product.

Militec has for years dealt with and cooperated with all levels of government. Militec would be happy to provide any information to any appropriate office, including interest in Militec products by any military or other government activity .
