This is in reference to your letter of April 6, 1995 (Enclosure 1) which responded to our prior letter of April 4, 1995.
Those specification documents cited in our letter of April 6, 1995 were merely listed to identify those military specifications currently used by ground forces as weapons lubricants and in machine tool systems. They were to illustrate the type of "user requirements" under which your products could be considered for possible bid solicitations. As these military specifications are not within the responsibility of this office but reside with the U.S. Army Armaments RD&E Center (ARDEC), your questions as to avoiding government unique requirements and whether they (the specifications) rely on conformance criteria should be directed to the POC at ARDEC, Mr. Paul Trembley at (201) 724-6671.
Speaking for those product specifications under our direct responsibility (e.g., engine and gear oils, hydraulic fluids, greases, etc), we view all to be performance based specifications (including the MIL-H-46001 which was cited in our letter of April 6, 1995). The approach that we are taking is to have these military specifications which are performance based certified. Once certified, there is no further need for a waiver/justification when used. I would presume that ARDEC would follow this path in having their performance based specification also certified.
